Daadihiye Citizen Engagement
Community engagement is the heartbeat of RAAGSAN Consulting’s work. We conducted the Daadihiye pilot study as a proof of concept aimed at understanding the social, economic, and environmental challenges experienced by residents of Mogadishu and whether services to address these challenges were accessible to people. We also aimed to understand how citizens interacted with local government and whether avenues to engage communities to set priorities on service delivery existed.
The citizen engagement pilot project provided a glimpse at the realities of local citizen engagement regarding social, economic, and environmental challenges and issues related to service provision and the interaction of communities with the government. The pilot research also provided a basis for the scale-up of the Daadihiye project, providing evidence-driven solutions on how citizens could be meaningfully engaged to bridge the gap between policymakers and citizens in Somalia. The information gathered provided best practices and lessons learned for more direct dialogue and engagement between government and citizens to promote social accountability and create strong, informed, and connected communities.
Our Daadihiye change model centred around four main components: Co-Design, Analyze, Engage, and Feedback. The Daadihiye model integrates Co-Design, Engage, and Feedback elements to empower Somali citizens. Co-Design involves citizens in developing platforms and identifying key issues; it engages and focuses on communication through local radio and social media channels to encourage dialogue and participation. Feedback uses hotlines and forums to ensure citizens’ voices are heard and acted upon. This collaborative approach enables effective community-driven change in Somalia.
