Stephen McDowell
Rural Planning Expert
Stephen is a Rural Planning Expert with almost 30 years of experience. He is an expert in climate change, food security, resilience programming, and social protection. Stephen worked with RAAGSAN to develop Somalia’s Social Protection Implementation Framework (2020) and the National Drought and Flood Task Force’s National Roadmap, Hydromet Capacity Assessment, and the Hydromet Unified Data Systems in 2023. He has also worked with the RAAGSAN to develop the Social Protection System in partnership with Development Pathways.

Our work spans policy down to grass-roots levels. We value both an intimate and accurate understanding of people being served by humanitarian and development investments in Somali as well as the policy and program design of investments intended to assist those populations.
